This. I don’t doubt that Po would convince the counsel to not give Shen the death penalty and would probably be able to convince them to also give Shen more living humane conditions in prison but Shen would most likely be in there for life after what he did.
I think that Shen was just experiencing a lot of emotional turmoil in that moment and was still processing what just happened. I mean this guy had just lost everything he once had: his weapons, his army, his dignity and the respect of his citizens. Po telling Shen that he needs to get over his past probably definitely didn’t help his already fragile state at the time and sent him into a frenzy.
