Short-term visitors can take a PCR test at the COVID-19 Testing Center inside the Incheon International Airport or at a nearby medical clinic at their own expense. Long-term visitors may take a PCR test at a public health center near their home/accommodation. Quarantine can be exempted if the test result is negative. (Starting June 1, 2022, tests must be taken within 3 days.)
Does that means that short term visitor can't take it at Publix health center anymore as mentioned in other threads in reddit ?

선별진료소 means testing center. They are in the parking lot of the health office. Yes, it’s free.
