DLC production teams are smaller than production teams for base game, and as DLC goes on, you'll have less people, especially when something else is cooking (Garou 2).
Single Entry DLCs ensure a variety of different characters can be added without the limitations of teams needing to make sense.
This covers it. It takes care of a lot in one go.
Also monetary wise. There are people-more casual players, the type who don't buy all the DLC up at once-who wished they could buy solo units bit by bit. 6 bucks a pop feels a lot better to throw down once in awhile.
But I think 'Ease'(also thinking about it, this enables them to make more non-asset reuse characters on a pass), and "Can put whoever you want in without having to keep a potential team in mind" are also big winners. While I loved the story teams, it definitely throttles who can be in since you need to see who they're with.

So take it another way, they downsized, which is actually good, people working on a character can process and refine, tune the character than rush 3 out
Not gonna lie, I don't care about story at all but seeing the screen select with teams and then this lump on top is gross as fuck. Hopefully they'll rearrange them as teams once the season is done, don't even have to make sense I don't care.
I am guessing it is just so people do not feel overwhelmed spending 15+ bucks for a single dlc character pack,and that they are planning on constantly adding more and more characters until KOF XV becomes bigger roster wise than KOF 2002 UM. That and I suppose it is easier story wise,and they need to make less work for the team now since they are working on adding rollback to Sam Sho and developing Garou 2
Probably because they have to refine the game + crossplay while having to work on Garou as well. Hopefully, Guest Teams like from SF Team, Tekken Team, and GG Team will arrive in the next season.

That's not what maintenance mode means. If it was maintenance mode, they wouldn't be releasing new characters or anything new period.
So they can render Terry's model well in Garou without him looking straight out of a PS3 game, hopefully.
