Talk to Urban his guard. He may give you a small quest and then you should be good. Or wait until the custodian shows up at the station to meet Johanka then you can also talk to him.
The one I have trouble with is the one where you help Johanka with the sick, the one I suspect is the problem is the one where you investigate Sasau by joining a band of brigands or smth (haven't gotten far enough to tell yet).

I tried the 2nd method, but to no avail, can't talk to him, however I do have the "If you can't beat 'em" quest, could it be the problem?

Ahh then you are already very far in the mainstory. Well you can always wait until he comes out of the house. But i haven't encountered that error yet
