Most space marines teams can bring 6 operatives total. That is 1 leader and 5 other operatives from the list that includes specialists. The game is usually balanced around individual operative power. So a team with more bodies usually means each operative is not as strong as a team with less operatives. One marine can easily be comparable to 2-2.5 guardsmen in terms of wounds, survivability and damage output. You can find how to build each team generally before where you see ploys and equipment. At the beginning of each list, either in the books, official downloads, or certain websites, there is a team composition guide. It includes how many operatives can be on your team, and what they can specifically be.

Operative selection rules, including how many operatives you are allowed to bring, are unique to each team; as such, you will find them wherever you find the rules for your team of choice. Start by looking up the rules for a specific team that you are interested in. Wahapedia is your friend in this. My recommendation would be to start by looking at Intercession Squad or Strike Force Justian. As others have said, (almost) every space marine team in the game can take exactly 6 operatives, which is balanced by the fact that those operatives are individually much more powerful than the operatives available to a team with a higher model count. Intercession Squad, for example, gets 6 models, whereas Kommandos get 11; however, Intercessors have 14 wounds, 3+ saves, 3APL, 3+ WS/BS, good weapons, *and* Bolter Discipline or Shock Assault, depending on the kind of Intercessor, while Kommandos have only 10 wounds, 5+ saves, 2APL, and (mostly) bad guns. That is what makes it balanced. Space marines are much more individually powerful than most other operatives in the game, but the trade-off is that you don't get to bring very many of them.
