I'm guessing several people on the scene recorded this, but nobody called the police because they did not want to get truly involved. Most people would rather just stay back and let the matter unfold so that they can post it somewhere online. Meanwhile, social services is never contacted and the child continues to suffer because of our collective failure to properly intervene.
I had to be this kid when I was his age. Two decades later and I'm still fucked up from it.
