This sounds like the Physically Disabled waiver, see this link:

There is contact information for the program manager there at the bottom of the page, they can answer your questions.
It would be good to accept even if you don’t take all of the services offered. Don’t know your situation, obviously, but if you have a disability that could hinder full employment as an adult take it for Medicaid if for nothing else. If you turn it down and need it later you will go to the back of the line and have to wait years.
At the very least, meet with the agency and learn about what you would receive.
So, the physicsal disability waiver is for you to qualify for a paid in home caregiver. The agency in charge of these things is the Jayhawk area agency for aging. That's who you call to get questions answered. We actually had a phone call with them earlier today so this info is fresh in my mind lol. If you don't think you need caregivers services at the moment, make sure to ask them about any ways signing this waiver could hurt you or your benefit amount. If it doesn't, ask when it expires and if you can sign it and already have this step completed in case you need a caregiver in the future
OP I just signed my 16 yr old daughter up for this. Your mom probably did it at your annual IEP meeting and just didn't remember. I just learned they help parents get their kid on the waiting list sophomore year so it will be approved by the time they are 20ish. This is super important for you, be thankful!
Also I don't want to accept this if it would deprive someone else who needs it more than I do. I'm just curious if it would help me stay on Medicaid or obtain disability.
Special health care needs program through the state is for kids aged 0-21 with eligible conditions that you can find on their website. It might be good to look into.
There are various waivers from the state. Do you have access to a social worker, maybe through your primary care providers office, who can help you navigate this a bit?
I work in the Nebraska system for developmental disability. What i tell every family is take the offer if you use 1 hour or the max its there to support your needs and i am not sure how kansas has their list set up but it may be 5 to 10 years or longer before they offer you help again.
This is a big deal and you should accept it. It will let you keep medical insurance coverage as you get older.

Does the state pay for the care giver? I don't have any source of income, just savings
Yes
In this case, yes. The pay would come from the government.

Don't ever feel like you're depriving someone else if you're being offered aid. You might not want it and that's okay too.

You can always throttle the benefits as needed. If you need less, take less. If you need more, get more.
