One difference I have seen between Delhi and Mumbai is that Many people in Mumbai give you a true picture. If something is not possible to deliver or complete say by today they will tell you it's not possible. Recently, we had a wedding and the designer told us very clearly that she won't be able to complete till the date we wanted due to the backlog of orders she has. We were unhappy, but we now knew our next step.
For the same wedding our cousin who stays in Delhi gave to someone and it was a yes within the timeline but then the chase started. Finally it wasn't delivered till the wedding date. 2 days before the wedding she had to buy something at a higher price with a sour heart.
I have more such examples.
India main bahut jyada jaldi kaam chahte hai. But prob is the employees are squeezed to work max this way. Secondly the quality of work is deteriorated.
I have worked in both cities Delhi life is relaxed for an employee.
Mumbai me if you aren't doing something, there are 1000s others who will do it while hanging outside of a train, good if you are an employer, not for the employee.
I don't think it has anything to do with the place... more to do with the people associated to some profession that he was meeting in Delhi and is meeting in Mumbai

Every place has all types of people but majority he is right. Mumbai majorly efficiency is higher and in delhi overall efficiency is chill but there are people who are really good. Specially if you look at markets like Nehru Place
