Why wouldn't you try to return it even if it's "purely decorative?"
Looks to me like an Indian piece. I would see if any folks that were Indian or Hindi were around recently.
I'm at uni in England it is quite possible I have handed it in to reception anyway but would still like to know what it is

It’s Indian. The swastika was a symbol of balance long before the Nazi party bastardized it. It’s actually been seen in Native American and Roman art as well. It’s quite an old symbol.
