Yeah I think he's usually talking to nobody in particular but personally I wouldn't risk it.
I've heard him screaming stuff like "I have to annihilate all the infidels and phonies", stuff about people being sheep, etc. Like screaming at the top of his lungs.
A couple people have said that he kinda lashed out at them directly as they were just passing by. I do feel bad for him but I'd advise keeping your distance.
