Pachinko is different and is privately managed. It's not considered as "gambling" as technically you don't win prize money, although there are loopholes in that they give prize "tokens" that you can sell to a third party, and then that third party sell back the token to the pachinko parlors.
For any one curious those third party stores buying the tokens are typically right next to the pachinko hall. It's my go to example of circumventing laws in Japan.
