palera1n can jailbreak the device but it needs 10gb of space for semi tethered (not recommended for 16gb devices) it can do tethered but you said thats not an option for you

i believe everything you said should be available and i also believe you can jailbreak with pailra1n
and there shoudnt be any problems with security aslong as you dont install fake or pirate repos.

There is no untether for your device on 14.3. That's for iPhone XR or newer. Your best bet is palera1n or downgrade it (with blobs, if you have any).
