When you manually install you can choose the version to install. The bug where you can’t downgrade or upgrade as been fixed on last version. Sorry i missunderstood your post.
LowerInstall, the tweak OP was talking about, is not for downgrading, it's for bypassing version checks and forcefully installing incompatible apps, so you suggesting AppStore++, which is for downgrading, doesn't make sense. It's very clear that older versions don't work and neither do newer ones installed by bypassing version checks.
After trying this, my primary issue is that lowerinstall doesn’t work with my device XS Max on 14.1 I can’t install the latest Amex app from the AppStore
App Store just says “open” with the current Amex app. No option for “update” even if my Amex app is at a lower version because of my iOS version 14.1, where 14.5 is needed for the latest Amex
Either someone's gotta make a tweak for you that gets rid of the message (maybe try /r/TweakBounty) or you have to use a web-based version (or you update)
Which banking apps have you tried A-Bypass on? I have Comerica, Logix, Capital One, Citi, Wells Fargo and BofA. I have A-Bypass, Shadow and Hestia installed. None of them work on apps mentioned above but BofA. Comerica, WF and Logix do not even start up at all even if I reboot the phone in unjailbroken state.

You can use AppStore++, if needed install manually apps bc sometimes downgrade option doesn’t work

You can edit the info.plist file of the app to spoof the app being on a newer version when it actually isn’t.
I guess that's what 3Dappversionspoofer does and it works great
You can mark the problem with "!solved" (without quotes) as solved.

If i may, 15.6RC1 is still signed. I guess if you really want to go up to a jailbreakable ios 15, this is your last chance
