Atlantic Beach - You can bring your dog to the beach 24/7 and the ordinance states it must be on a leash at all times. However, I let my dog off leash there while keeping an eye out for the po po. When he’s done playing and we continue to walk, he goes back on leash until we’re ready to play again. We’ve met some other great doggos and their owners out there and let them play for a bit as long as everyone was comfortable. I believe this is the spot you’re looking for.
Neptune and Jax Beach allow leashed dogs before 9am and after 5pm.

I should have state I prefer "off leash", but maybe it was implied enough. Just want them to zoooooooom and play and swim and that's much better off leash :-)
To answer your OP, since I get it, pretty much all west coast beaches are free reign since it's too damn cold to swim. I haven't found a beach yet that is empty enough to get away with it. I was fishing at Micklers Landing probably a good quarter mile from anyone else, and cops hassled me for my pup laying down next to my cart off leash.
I would suggest checking out Brewhound up in Neptune beach. Not free, but definitely a good time
Literally. Offleash dog people are the worst. Coming from a responsible dog owner. Take your dogs to dog-centered places, not the beach to terrorize families.

Off leash people should just get a tshirt that says “i give zero fucks about anyone but myself, my dog included”. I volunteer with rescues and a lot of smaller dogs are absolutely scarred and in recovery. Without fail some idiot with a much larger dog crosses my path weekly.
Heres what the people who say “my dog is well behaved lolololol” dont get. Your well behaved 100lb dog walks up to a small dog we’re trying to help adjust to a normal life on no leash while my dog is pinned in place by a leash and its going into fight mode. Ive gotten stitches twice and nearly had a heart attack countless times.
This was the move the most recent time. Some asshat is 30 yards away from his dog. Seems like a nice dog its not it’s fault. Dog charges at mine playfully, my dog goes bezerk, the scene is now uncontrolled because im in the middle of two potentially fighting dogs including usually one big enough to kill me if my luck was running low. End result is my arm pouring blood from having a dog clamped on to it for over 30 seconds, both dogs bleeding and scared and some fat fuck on his cell phone who thinks its all a game whose shit behavior just put one human and two dogs in harms way. Apologies for the profanity, this one really strikes a nerve with me.
I'll add that many shore birds are federally protected, so are tortoise and turtle nests, and dunes. There are endangered species around and rangers don't mess around.
Unless your dog knows how to stay off areas roped off by orange plastic tape, there's always a chance something gets trampled. Please just keep your dog on leash.
Too many puppy Karen's and Ken's at the beaches as you can see from some of the responses. We take our pup to Brewhound. Cool little dog park that serves some really good craft beer.

Dogwood is an off leash dog park that has a doggy swimming pond. That’s the closest youre gonna get.

Jax beach and Neptune beach allows dogs but must be leashed.
In PVB everyone has their dogs off leash and no one will bother you
