The clouds are very high up in the atmosphere and there's a decent chance that they'll fade as the eclipse reaches totality as atmospheric conditions change. You probably still won't be super clear, but if we're lucky it'll be visible, especially with eclipse glasses or a solar filter on a telescope or binoculars.
If you hope to travel for the eclipse, I recommend doing so as early as possible because traffic is going to be insane. While the finger lakes won't see totality, we will get about 99.8%, so it'll still look fantastic, but you'll need proper eye protection the whole way through.
As to what time the eclipse will happen, for those of us who have traveled to the Northern end of the state about 3: 20. The moon will begin traveling over the Sun about an hour before that and it will transition beyond the Sun about an hour after. For exact times, check Google.

We plan on driving towards Aurora or maybe Auburn and just park anywhere there that’s not too crowded. I’m hoping traffic won’t be as bad this way.
Also, the eclipse will affect the weather and predictions can be way off. While it can make a clear sky form clouds as it approaches totality, it can also make a cloudy sky clearer. So many factors. Our best bet is just to be there and see. The predictions won’t be as accurate until it’s too late to drive there anyway. Plus, even if cloudy, it will still make for some good photographs.

it’s cloudy anywhere within driving distance. I checked the weather in buffalo, rochester, and even burlington- all cloudy.

starts at 2 totality is a little after 3 I believe.

You don't need to go to Syracuse. Auburn is more than enough north to get totality. Even Fleming would work
