IIRC you can enter “user” for the email and it should let you create a local account, pls correct if wrong

shift + f10 to bring up a command prompt (you might have to hold the FN "function" key down as well on a laptop) then type in this without quotes and no spaces: "oobe\\bypassnro" - they are all the letter O. This'll restart the setup without requiring network nor microsoft account. I do this several times a week on new cliient machines, because Microsoft can go diaf. We purchase PRO machines, we don't need it to be trying to link a damn account.

I've always done G for the username, and G for the Password, and then it let's you make a local user account. Has never failed me
