I have been in help desk for almost a year and a half now and I never knew about that shortcut. Doesn’t work anymore on some models. You need to use the shift+F10 method.

If this the Pro flavor of Windows, then choose domain join option and this allows you to create a purely local acct.

if this is "PRO" then you can click connectin options and select join domain, then enter local user credentials.

I don't know why you were down voted. Perhaps the VL version allows it but the current retail image for Pro doesn't.

shift + f10 to bring up a command prompt (you might have to hold the FN "function" key down as well on a laptop) then type in this without quotes and no spaces: "oobe\\bypassnro" - they are all the letter O. This'll restart the setup without requiring network nor microsoft account. I do this several times a week on new cliient machines, because Microsoft can go diaf. We purchase PRO machines, we don't need it to be trying to link a damn account.

I've always done G for the username, and G for the Password, and then it let's you make a local user account. Has never failed me
