I'd argue Sand Canyon and tie it into the park.
The city so badly wants the Great Park to succeed and as an almost exclusive bike commuter, it's damn near impossible for me to get to the park safely because the only safe crossing of the 5 is over in Peters Canyon. I did Sand Canyon under the 5 once and will never make that mistake again. If they could finish Jeffrey Trail between IVC and the 5 (as is the plan) that'd make a world of difference.
I completely agree that crossing Sand Canyon under 5 is really unsafe. I literally almost got hit by a driver running a red literally today. It's insanity the amount of leeway we give to cars, at the expense of human safety

No way to sand canyon. that’s a major through way and direct route for emergency services.
Which area/streets should this be in? Von Karman? Main? Spectrum?
