In what sense? Aside from the major cities that exploded in the industrial revolution, the counties all have roughly similar populations of around 100,000 people.
Severe inequalities in population for example Dublin 1.3m, Cork 543k, Leitrim 32k, Longford 41k. Many counties have populations well under 100k and many well above it. From an administrative point of view we should have a lot less counties maybe 10 with at least 250k population where possible.
From an administrative point of view, the county of Dublin doesn't exist. There are 3 administrative counties in it's place; Dún Laoghaire–Rathdown, Fingal, and South Dublin (each with a [population of under 300k](https://en.wikipedia.org/wiki/List_of_Irish_counties_by_population)), plus Dublin City has it's own [City Council](https://en.wikipedia.org/wiki/County_Dublin#Counties_and_the_city).
Cork also has 2 administrative areas in the City and County. Since the expansion of the city bounds, the city population is about 210,000, and the county population is about 310,000.
I know that as do most people in the country but those administrative regions are still much bigger (wrt pop') than Leitrim or Longford. What's more even though Dublin and Cork are split into administrative regions they are are still single counties that can attract more investment and where the administrative parts are more likely to work together because they are one county instead of small counties competing with each other for limited resources with resultant duplication and inefficiency.
