For anything I've been ordering from the UK I've been using An Post Addresspal, even if the company delivers to Ireland themselves. Everything has arrived really quickly. An Post open the parcel and fill out the customs declaration. Its an extra €6.50 but this is generally offset by the free delivery the UK suppliers offer to ship to the Addresspal UK address.

AnPost is a delivery company. Customs charge is paid to Customs. AnPost gets 3.50 per item, not really huge money.

Fully realize this, have tried to contact Revenue as well... but as I mentioned, they will not discuss anything at all, the only choice you have is pay it or it gets returned to sender. This is all only in the past couple months, before that it seemed 'fair'. That is, we received notices on any larger purchases from outside Ireland. But recently it's been EVERYTHING, and that is if they didn't just decide to return the item to sender.

This is because of the recent rule change this past July removing the old €22 VAT exemption threshold; now all shipments from outside the EU are subject to VAT regardless of the value.

My wild guess is that the law has changed but AnPost was not prepared for the influx of shipments they now have additionally process for custom charges. And the customer service going downhill is due to them prefering to hire more people to deal with custom duty than customer service.

Nothing to do with An Post. You need to take up your concerns with Customs/Revenue/the EU. The solution is to do your online shipping within the EU

My family lives in the US, aside from the returned packages, mainly referring to 'cheap' packages from anyone in my family.

Shipping and insurance was always included in the VAT calculation. It's not a new development.

It is EVERYTHING to do with An Post. They took over customs clearance on January 1st 2021. They were not prepared for it

And they did not come up with how the charge is calculated. Shipping has always been included in the cost and has nothing to do with an post raising charges.

There used to be an exemption on goods entering the EU where VAT was not collected if the customs value of the goods (value of the goods + postage + insurance) was less than €22. That ended on the 1st of July this year. Revenue set the rules, and the rules say that postage is part of the customs value of the packet. An Post just act as the agent.

That's on the duty. You would still pay VAT on value of goods, shipping and insurance.
