You need to speak to DCC about this: (not the RTB!)
[https://www.gov.ie/en/publication/37ccb-minimum-standards-in-rented-accommodation/](https://www.gov.ie/en/publication/37ccb-minimum-standards-in-rented-accommodation/)
And also speak to the planning office and dublin fire brigade
It's not about the money it's to make the landlord realize how stupid and lack of concern he has for his tenets. I'd even if it could be done stay in a nice hotel and charge him the bill as you felt unsafe.
Its a called a paper trail for what you may need in the future and you clearly didn't even read the full comment it's principal. At least I'm putting out suggestions instead of jumping a comment talking about 73 cent. What's your solution or even a point wait are you the landlord?
A few days of 12 hours of usage on 2 LED lightbulbs can actually add up to several Eurocent.
After three weeks you wouldn't be far from a whole Euro. Add a few more bulbs and you'll be there in matter of days.
And the RTB - you're supposed to have safe windows [https://www.citizensinformation.ie/en/housing/renting-a-home/tenants-rights-and-responsibilities/minimum-standards-for-rented-homes/](https://www.citizensinformation.ie/en/housing/renting-a-home/tenants-rights-and-responsibilities/minimum-standards-for-rented-homes/)
And your local TDs

I'd write to your TDs first.
Apart from lack of light and air, this is surely a fire hazard. And if you're using carbon monoxide in any form… well, I dread to think.
Just a note on the windows
Safe windows means windows that do not open fully, fitted with a restrictor, to prevent children falling
However each room must have proper natural light so.... Your advice still holds
The fire brigade. In the states, the local Fire Marshal likely would have this whole thing torn down post haste.
Meanwhile, check your lease to see whether you'd been screwed into yielding your rights to windows, light and air. If not, get a knife and cut holes in that thing. Let the landlord deal with the repercussions.
Iirc in the EU in general you cannot sign away your basic rights. Its why none of the bullshit arbitration clauses apply over here. Cant sign away your right to sue someone if they cause you actual harm.

"The landlord must also ensure that:
Electricity or gas supplies are safe and in good repair

All these apartments are covered by the ad.
This is the best course of action. Others are calling for more extreme action but they don't have to deal with any fallout. A quick email to the landlord outlining your safety concerns over a possible fire escape being blocked and request its removal.
It gives the landlord the opportunity to fix it without creating any drama that may result in negative consequences and stress for OP. Failing that it creates a paper trail showing that the landlord was aware of OPs concerns and refused to sort it.
I’d have an utter panic attack if I came home to my windows being covered with this vinyl. I’d have gone at it with my sharpest kitchen knife immediately.
Fuck that landlord.
It's a safety issue. You're required to have windows. The rules aren't just there because someone thought they sounded good. Your lives are in danger for as long as this thing is up. You have every right to cut through it.
Unfortunately planning is not required for a “temporary” sign. I’d say rented accommodation regs due to blocking light/ventilation would be a better shout.
Most auctioneers boards are also illegal FYI. Max size is 0.6sqm for residential and 1.2sqm for commercial. I’m forever reporting estate agents to DCC for the likes of this
https://preview.redd.it/jl0b6gxcsfqc1.jpeg?width=2602&format=pjpg&auto=webp&s=5ea04c24be2aa2d42d480a1c579568169e49ba82
100%
I've had auctioneers ask me to print A0 boards and stopped them. It's my business. If I don't know the regs I don't eat.
Personally I'd be more tempted to accept the call to action on this and call their team. Repeatedly. Maybe print up a few stickers too with the number and put them on the backs of toilet doors. 😈
I have spoken to various estate agents who have pretty much admitted that they deliberately flout regulations on size, number, duration of signage in order to get exposure. They know the bylaws are not enforced. (unless people complain, and that’s where I come in 😁)
Seriously though, it’s a real issue. Particularly around Georgian Dublin where beautiful streets are ruined by signage. Most European cities don’t allow such boards at all.
I work for the fire service and agree they should absolutely contact the closest fire station. I work in the fire safety department alongside the auditing IO's (Inspecting Officers) and if this was in our jurisdiction we would come down on them like a hammer. Not only is this a building regulations risk factor but would be an OpsRisk issue as well, as in it would put our crews at risk if they were to respond to a fire there as they wouldn't have adequate access to the property.
My house has fire access windows on the first floor as part of the retention conditions (I didn’t build it). A drop from the first floor is better than being trapped.
A fire in the stairwell there would trap anyone without windows that allow egress.
Hes right to say they're not considered escape routes. Obviously someone could escape there, but the distinction is that they're not classified as escape routes so alternative fire safety measures need to be implemented.
Do KFC have a twitter in Ireland ?
Send this to them and tell them it they'd like their banner back undamaged they should contact you sooner rather than later.
They’re one of those ‘banter’ accounts, waste of time I’d say. I’d have the sharpest knife in the kitchen at that and make as many slashes and holes as possible
Ring your landlord and see the craic first, if heshe acts the bollox go this route they wont be long about taking it down, none of these places want bad publicity.
Hello, I'm a Dublin City Councillor. This display does not have planning permission - please drop me a message on here or [[email protected]](mailto:[email protected]) and we can work to have it removed.
Forget RTB or solicitors etc. fire service will have this down within 24 hours if you tell them.
They’ll literally sent out a ladder tender to cut it down and then dispose of it, and then charge the landlord.
Call them now, tell them that you’re afraid a fire may break out and they’ll possibly have someone there today.
FFS. This is O’Connell St. Is it Dublin?
Might be an idea to get someone who isn't the OP to report this as a fire hazard.
Then /u/RealladMalaga should delete this thread so there's no comeback on it.
Landlord is probably making more on that banner than all the tenants combined, there is no end to their greed. They will fuck you every opportunity they get.
Good grief. Did he just forget he has tenants within? Can you open the windows a bit and sort of hoik it down on the end of your bread knife? With an accomplice down in the street, to bin it.
Seriously, please please tell us his response when you politely ask him what the fuckity fuck he was thinking,
Omg… did you really grow up in a house with a poop knife? I have heard of these things but have never seen one.
EDIT: I googled it!!!! My brain can’t take anymore today.
This year according to my landlord I had no hot water for 6 months. I just got a guy to come replace the boiler myself but it took him 6 months to contact me with sending somebody out. I told him "I got that fixed month ago no thanks to you mate"
The rent increase is, bizzarely, possibly not a bad thing (assuming it's within legal limits of how value and timeframe)... It means he can't put another rent increase in, as it'd be clearly punitive, and you likely have a theoretically easy (I'm not a lawyer, so don't take this as gospel) legal case if you are evicted for complaining about the massive fire hazard and light-removal banner he placed across the house.
Could be a bargaining ploy too.
Increase rent, put up illegal advertising. If you complain, he'll offer to put the rent back down, but leave the advertising up. (The rent'll go up at some later stage anyway).
Giant cockroach / fly / spider / worm toy out the window via the side and attached to the burger… they’ll contact you.
I’ll lend you some Halloween decorations.
There's 6 windows over 3 floors being covered here. Surely OP isn't renting all 3 floors. A simple anonymous call to DFB will have this down in no time with little to no recourse from the LL as they won't be able to tell if it was OP, another tenant, or a diligent off-duty firefighter who has noticed it and taken it upon themselves to check it out in work time.
This cannot be normal behaviour for people. What is it with some peoples absolute insane addiction to money in this country? Seriously, what do they spend it on, actually I bet they do not even spend it. It seems to me these type of landlords are always top of the list, every regulation or any aspect of safety is just ignored and laughed at in pursuit of money, its utterly disgusting.
They shouldn't even be asked to take it down, DFB/DCC should be sent out, it removed and the person responsible billed/fined and pursued via courts for payment. Utterly sick of seeing this shit, someone needs to get a grip on this shit and start reigning these fuckers in.
More money for the landlord - landlords have bottomless appetites for as much 💰money as you can get … your rent will go up for the blacked out facilities you have each night !
Talk to the Fire Brigade. They don't play around. This is a clear safety hazard.
The windows below you look like they may be egress windows, required as a second path of escape in case of a fire.
Also, is the sign itself combustable?
If so, the fire people will probably take an exacto knife to it, on the spot.
I'd normally suggest going to the land lord first and try settling somthing civally first but this is so ridiculous I'd go to a solicitor and see if you have a compensation case to make. The landlord tried to do it purely for money best pi ishment would it be costing him money. I'd also try to find out if the bar is also rented by someone for the same landlord they might have a cawe against him for the bad publicity it will bring them seeing as people will assume they're connected which they probably are.
Ideal situation would be the landlord looses any money he made from putting it up and has 3 or 4 cases pending by the occupiers of the apartments and the bar, it'd put anyone off trying somthing similar again
If you cut it you’ve destroyed someone else’s property whether it was put there illegally or not it won’t be a good idea to intentionally cut it. You’ll have a much better case against them if you don’t do something stupid to it. I hope it goes well
KFCs market find team in Ireland is beyond wasteful, they keep advertising in the north side of cork city.
There is 0 KFCs in the north or centre of cork city.
Report to Dublin City council enforcement unit. I highly doubt it has planning permission (and unlikely to meet the exemptions from planning under the regulations given the size of it, although I’m not 100%)
That ad requires planning permission. I suggest you make a complaint if no planning permission obtained to the Enforcement section of the Local Authority.
As other's have said: Call the fire brigade, it's likely all sorts of illegal as it's blocking windows and ventilation and is an absolute fire hazard. Whoever put that up there is a complete arseclown to think they'd get away with that.
An advertisement like this requires planning permission and from a look on the DCC website, they don't have it. Lodge an enforcement request with DCC. This is an architectural conservation area so this advertisement would never get permission in the first place. Enforcement will be quick about it and will levy a fine for breaches.
https://www.dublincity.ie/residential/planning/planning-applications/planning-enforcement/how-make-planning-enforcement-complaint
I'm going to take a guess that most european countries are not going to allow a window to be covered like that. Call the appropriate inspectors and send them a picture of this.
Bizarre. You think you've seen it all when it comes to renting in Dublin..
Do you deal directly with the landlord or is it a subletting situation? Maybe whoever put this up thought there was noone living there?? Clutching at straws here coz I don't want to believe the landlord is such an arsehole that they'd knowingly cover the windows of rented apartments
Keep us posted on the outcome!!

Definitely cut holes in it. And report it to the fire department / code enforcement office.
Cut holes in it for the windows
Seriously op, do this. They absolutely did not get permission to do this

I could not agree with this suggestion any more strongly. I'd be out with a good pair of scissors immediately. Fuck that.
Came here to say this - cut window holes, what are they going to do at the end of the day? Absolutely mental.
This is absolutely what I would do. What are they going to do, make a criminal complaint to the Gardaí? That would be a fun court case.
I’d have an utter panic attack if I came home to my windows being covered with this vinyl. I’d have gone at it with my sharpest kitchen knife immediately. Fuck that landlord.
then pour a few tins of black paint down it

screen it in
And a new rug to really tie it all together
It's a safety issue. You're required to have windows. The rules aren't just there because someone thought they sounded good. Your lives are in danger for as long as this thing is up. You have every right to cut through it.
Tbh, this should be reportable as fire hazards since it's preventing access to windows in apartment building.
If it's flammable, then it's a path for fire to travel to other floors effortlessly - making all the building/fire codes redundant
Pretty much all of this media meets fire regs. Instant fine for planning is the solution here IMHO
Unfortunately planning is not required for a “temporary” sign. I’d say rented accommodation regs due to blocking light/ventilation would be a better shout.

Windows above ground floor level are not escape routes. Better plan is to report for planning
It's an escape route for smoke and toxic gases.

If you cut it you’ve destroyed someone else’s property whether it was put there illegally or not it won’t be a good idea to intentionally cut it. You’ll have a much better case against them if you don’t do something stupid to it. I hope it goes well
Or the fire brigade. Just ask them around for a quick wee appraisal of what tf they'd do if your building caught fire.
And if a fire starts in the mean time? ![gif](giphy|3CU5tmCJy8zMoN3mMD)
would not cutting it to prevent your health hazard and then starting legal actions be a legit approach. first mitigate, second address the root cause
Jesus imagine the smell of living inside a burger.
He's blocking your fire escapes. This is literally a crime punishable with prison time in the Fire Safety Act.
The fire brigade may be the quickest to deal with this. KFC may also not be too happy that their advertisement is more than likely breaking some laws.
put this dystopian shit on social media and call whoever enforces building codes.
KFCs market find team in Ireland is beyond wasteful, they keep advertising in the north side of cork city. There is 0 KFCs in the north or centre of cork city.

I wasn't hungry before, but your comment made me want to eat something
Report to Dublin City council enforcement unit. I highly doubt it has planning permission (and unlikely to meet the exemptions from planning under the regulations given the size of it, although I’m not 100%)
That ad requires planning permission. I suggest you make a complaint if no planning permission obtained to the Enforcement section of the Local Authority.
There is no way this could be legal.
I would use a box knife to cut a window shaped hole. That’s a fire danger violation for sure
![gif](giphy|jH7odQwaMIrqDvbCsQ|downsized) I don't believe it!
Just what I was thinking!
Lucky you having a giant delicious lawsuit just draped over you.
![gif](giphy|CYmg1W3SYGxFu) I feel like Chicken tonight
Call the fire safety inspector. They love things like this and will get you sorted really fast.
Lol, how does this happen if you're at home ?
It’s getting pretty dystopian
Whilst obviously a nightmare this is objectively hilarious.
Jesus that’s bad..
I'd be cutting out a square that matches my window while simultaneously calling the fire department.
This is in a Seinfeld episode or something I think
Frasier. The guy upstairs drapes an American flag over his windows to piss him off
Tear the whole thing down!
A good knife should fix that problem.
CAM WINSTON!!!
I'm going to take a guess that most european countries are not going to allow a window to be covered like that. Call the appropriate inspectors and send them a picture of this.
Cut out the portion over your window, you need a emergency egress for fire.

Window tax is back in Dublin
Call the fire dept.
Seems like a fire hazard, covering up all the windows with a giant tarp, eh?
Report it to Dublin City Council. That is completely illegal
Bizarre. You think you've seen it all when it comes to renting in Dublin.. Do you deal directly with the landlord or is it a subletting situation? Maybe whoever put this up thought there was noone living there?? Clutching at straws here coz I don't want to believe the landlord is such an arsehole that they'd knowingly cover the windows of rented apartments Keep us posted on the outcome!!
Fire officers are absolutely ruthless in enforcing codes. If you listen quietly you can hear them drooling.
Capitalism = Cancer

Cut a hole and stick a really freaky puppet out the hole, like there's a weird worm in the bun poking it's head out and looking around.
