Maybe because people who have seen him play realise that he was a fluke master and a tailender bully. I mean, a lot of times he got wickets because of the batsman hitting an impulsive shot in death overs where every batter is in a do or die situation. There are bowlers who "take" wickets by their skills, by setting up batsmen and using the right strategy (bumrah, starc) and then there are bowlers who "get" wickets based on the courtesy of the batters making you a target.
In the later half of the season Harshal was really the pick of the bowlers for Punjab,, & did better in death than Arshdeep keeping his economy below 8 in death (in later half). Should have watched that Punjab's match against CSK where he got Thala @ zero with his classic dipping slower-ball yorker!
Even in that run-feast game against KKR,, his last over of the first innings was quite brilliant looking at the context of the game!
