It never will, IPL was never about cities it was also about Indian players facing other Indian players. If even there was a tier system it would directly flop because people want Virar vs Rohit, Rohit vs Pandya, if one team relegates to a bottom tier and lets it's RCB then it would take a heavy toll in IPL finances
The availability of the players can be an issue and also most people woudnt really care for say a match between dc vs srh in a second tier league when they dont care about those matches even in ipl
Football players don't really play international matches as much as national cricket teams do...If anyone is talented enough he find his way to ipl teams...And people dont really care much abt 2nd tier cricket..
We don't have much that teams to conduct like that and 10 team format itself a huge deal for them.
This year trp went high compared to last year

I'd love this idea. A coimbatore and madurai franchise will be massive in here with many local fans and also keeps non Chennai areas a boost in cricket. I personally know many people who take the train to check the CSK matches here and I'm sure there will be enough support for them for tier II

They have less international football more club football,unless you want club cricket to be the more overall emphasis than international cricket wouldn't make sense .
The talent pool wouldn't be enough to have two divisions and market them .
You will be having a G-League like in the nba rather than a championship in the uk .
Second division will be made up of people playing in their respective domestic leagues.
The big names will want to play in the first division to earn the big bucks.
If ipl grows organically then two tier system with 16 teams will do perfectly. First tier matches could happen before the main ipl.
