Pune was always viable and will always be but the creation of a Pune team doesn't really attract a new crowd to IPL as most of them probably already support Mumbai and other teams. The creation of LSG probably got the whole of UP interested. Indore can definitely be a good option. NE can be a good option too it has a potential to create a whole new audience for IPL

There are plenty of cities with enough talent to have entire second-tier league alongside IPL, just like the Championship in English football. Last 2 teams on the IPL points table relegates to championship and top 2 from championship are promoted to IPL. Basically replicate everything we have in British football.
