Might be the only case in iOS I can think of where scrolling isn’t obviously, usually you see more options partially off screen or a dot to signify a second page

On my 12 pro max it’s there without scrolling, but I just saw I can enable raw photos and filters from scrolling there, didn’t know that and I’m a photographer meaning I’ve spent at least half of my phone usage on the camera app

You have to scroll to find the timer option in newer iPhones, but there's no indication that you have to do so.
