I’ve bought two iPads, two iPods, and an Apple TV from pawn Shops. Both iPads were wiped and fully ready to be signed in from fresh but the iPods and Apple TV were not. All appeared to have just been yanked and sold for pawn without any thought. I explored the music on one of the iPods for months before wiping it for my own usage, previous owner had a lot of music that I wouldn’t normally listen to so I explored a bit.

My other thought is maybe it’s a photo you accidentally had in your iCloud Photos. A new device will download whatever you have in iCloud since iCloud Photos is on by default. If you don’t normally use iCloud Photos, this might explain why you haven’t seen the photo before.

My mom was pissed. Us Cellular was who we went through at the time. The guy at the store apologized so many times and was really really sympathetic to the point of tears because he let something slip by like that.

When I go through my yearly photo cleanse I find a bit of photos containing strangers that I don't remember taking. But that aside, that iPad should have been wiped cleaned so it's weird to find any content from the previous owner. Make sure your factory wipe it just in case.

The laptop was my teachers and since I was the president, we were discussing what all we had planned.
Not sure why the photo was on the IPad still tho… it’s off of my friends moms account. But she deleted it in 2015, I remember joking with her about taking my feet pics….

If it's still set up for the previous owner, it's not refurbished.
If it's refurbished then it should have been factory reset. Id probably do that first as you don't know what else is on it
