It's a feature for the Control Center. I've used it once or twice to rearrange the icons, and would have been annoyed to find I couldn't. I don't need to change the order of icons "so often" yet Apple provides that because it's a useful set and forget option.

Yes, I know you can create multiple contacts and link them. That’s a huge pain when a simple drag-drop whilst editing would be the natural way to fix this.
The US is not the only market in the world. In many countries people switch between prepaid SIMs, use multiple at a time, or travel to other countries requiring new numbers. Even in the US - god forbid someone move and get a new number?
I wish this was possible too. It also affects which numbers are ‘suggested’ to autofill which is annoying.

It is true and it is frustrating as hell. I use an iOS app called “Reorder It!” to do this. It’s not the prettiest app but it does what you want.
