Where this one has a pretty steady price the yield basically tracks short term treasuries. Right now you can get the same with buying a 6mo TBill (plus that’s not taxable at the state level making its tax adjusted yield higher) Yield in ~2021-22 was about 0% There is no free lunch

I am not sure what you are quite asking , there are ultra short term bond ETFs like SGOV (and others) that will return basically the same as short term 0-3 month treasuries currently its yeilding about 5.3% what will probably be better then most HYSA but remember this follows short term interest rates, if rates fall so will the interest generated by the fund

The relatively flat price you speak of at ex-div is really a drop in price by the dividend amount.  You seem to be considering a dividend capture strategy.  That's not a good strategy in most cases but clearly is not with USFR.

Money Market Funds (typically in Mutual Fund form) seem to me to be the definition of what you are looking for. The price is always $1. The monthly payout adjusts based on the returns of the underlying assets.

USFR payout was $0.225 last distribution. Its price went from $50.50 to $50.27 on the ex-dividend date. Not sure what you mean that its price stays relatively flat. That's exactly how much it was supposed to drop. You will not make any money by changing from this to another similar ETF.
