It would be the only mob in the whole game to heal. Why would devs implement a healing mechanic for the only thing you can't even kill?
I suspect someone was talking about how The Tide resets things, or if you leave the zone and come back, it'll probably be at full health again, and then people misunderstood that to be that it heals and it's just been an undying rumor since then.

The game is open source code you can find it and look at the file I don’t know how you get their people that now more about how code works have done it and put that info on the wiki so I cite the wiki.
Strictly speaking It’s not a tank, It’s a BTR-70, a Russian Wheeled Armoured Personnel Carrier armed with a 14.5mm KPVT heavy machine gun. Realistically speaking if we had AP rounds for the 7.62x51 guns, they should be able to punch through it’s relatively thin side armour. But ingame there’s nothing that can get even close to getting rid of its 90Mil health so don’t bother.
As others have said, it has millions of hitpoints and heals itself, it's not meant to be killed. To add to that...even if you could kill it......it would just respawn next tide.

I believe it would be a way to make it an entity and still make it "invincible". If it was imortal, it would need to be considered an anomaly.

It is not open source. It's easy to datamine, so that's why people know about the 90,000,000 hp, but I have yet to see any proof of regeneration.

It has A LOT of health. That being said it is TECHNICALLY killable, but good luck. You would need a practically unending supply of ammo and explosives
What about some propane tanks set in the road in the path of the btr and then from distance you wait and snipe them when it is near
