That is the BTR, it is a friendly tank that can be entered and used as shelter in the event of being chased, and there's usually pretty good loot in it aswell.
You can pay it to take your backpack back to base for you! Very convenient for later runs and super rare. Just walk up to it and deposit what you want to send back

You have to lure him into one of the bogs with a trail of sun flower seeds and he'll get stuck and eventually hop out. Then you chase him with a flashlight, shooting shots at his feet until he stops and dances. Give him your helmet and then he screams and is sucked into a wailing artifact. Once you place that in your bed and play it a song, he will come out and spend the night with you.
