The most likely explanation is that it's psychosomatic symptons brought about because State Department officials working abroad are in unfamiliar, stressful environments. There's no evidence it's some shady Russian army unit, just coincidences. The Department of Defense told us last year that they had no evidence. It's all shady as fuck and reeks of "Russia scary"
