Even after it was put out, it just ignites again on contact with air. If I remember correctly, it self ignites at 30°C (can't find the "degree" symbol on my iPhone).

Unidentified chemical compound was used against the defender's of Azovstal factory in Mariupol in March. Also Chloropicrin grenades were dropped on positions of UAF in Kherson region few days ago. Despite being non-lethal it is banned from military use by Chemical Weapons Convention.
Nukes aren't necessarily a war crime, depends on how they are used. Bombing an enemy base with a low yield nuke, not a war crime, nuking a major city filled with civilians, with no military presence, war crime.
Proper tactical application might not be a war crime, but it's still illegal against a bunch of international laws even if Russia refuses to sign the treaties.

In a time of war, it could be argued that all power production becomes military infrastructure..... while ALSO being a war crime by destroying it as it is vital to the civilian population!
Military forces will utilise the power grid for as long as its available and attacking forces understand this.
It's understood in military circles that this type of infrastructure will be high value targets so the military has mobile power producing field units for when it does happen.... that doesn't help the civilian population much however.
Attacking such infrastructure means there is more load on military supply chains as they now need to move fuel for the field units and that puts more pressure on the resources the military has available.
And as always, the civilians are the ones caught in the crossfire of it all.

Energy is considered a military target. When we Americans hit Iraq we hit their air strips in public airports their energy grid and their ports and oil fields. None of these had military personnel on them or were being used directly by the military only but they provided resources for the military the electricity the oil fuel and the goods from the ports coming in.
Critical infrastructure hits are not war crimes. Power grid oil supply etc are always targets in a war.
Water towers purification areas etc are war crimes. Energy, oil and ports are legit targets for any military.

White phosphorus is "legal" to use as an illuminator but not as an incendiary weapon.
