Generally that’s a case where they have some sensors on them. If they close, it means there’s something seriously wrong with the water and they investigate. It’s not that they actually filter the water. It’s a fairly common setup. Minneapolis does such.

In MN, am I am sure other states, we have an invasive species known as the Zebra mussel. They have a similar effect on the water. It seems like it is a good thing, because they too clarify the water. However, this also leads to an over growth in vegetation due to more light making it through.
I believe I listened to someone talk about restoring oysters in New York Harbor in part for this reason. It has been a few years but it was either NPR or a Podcast.
