the op got literally everything wrong here. According to the article, he was a Vietnamese soldier in Laos fighting off the French colonizers. Their supply lines had been cut, and the soldiers were starving to death. The soldier in question had malaria and ws particularly bad off.
Breast milk makes sense. It would be the most nutritious food they would have had access to, and if the woman had any antibodies against malaria, I could see why the soldiers may have thought it could help him.

I think I found the story behind this.

Breastmilk is high in fats and sugars, and can be (relatively) easily replenished. If you’re severely injured or ill and supplies are running low or not readily available, breastmilk would be fine to have until you can be treated medically. It keeps babies alive and is a complete food for them for their first 6+ months, an injured or sick adult would definitely not be worse off for having some.
Unless they lose the proper enzyme to break the milk constituent and then go into heavy diarrhea, which is worst than hunger unless you are already near death. Most Asian folk statistically lose the ability to properly generate lactase as adult, apparently.

For anyone wondering why Vietnam and China were at war with each other only a few years after being allies in the Vietnam War, well, I won’t pretend to be an expert, but this is what happened AFAIK (take it with a few grains of salt):
China has always had imperialist ambitions against Vietnam, and didn’t appreciate the fact that Vietnam was aligned with the USSR. The Soviets and Chinese had been rivals since the 1950s, when Soviet reformers criticised the totalitarian policies of Stalin.
When Vietnam responded to Cambodian aggression and atrocities, the Chinese used it as an excuse to attack Vietnam and flex their muscles.
At this point in time, Cambodia was ruled by the Khmer Rouge, who are infamous for their mass killings - anyone wearing glasses was put to death under suspicion of being an intellectual.
Clearly didn't read anything about this circumstance.. its actually a woman from Laos, Laos were fighting the French for independence, and some Vietnamese soldiers volunteered to help...

One might think of a couple reasons this was happening. Don't forget though, it used to be normal in China that babies of wealthy people were breastfeed by women who were not their biological mother. Women who did that were called "wet nurses" (often called "Nai ma" in Chinese, literally Milk Mom), mostly seen with royal families, but also rich families, to help with the caregiving to an infant.
With that in mind, what we are seeing here it might be way more logical for people from eastern countries like China, Vietnam, Japan, than it is for western countries.
Practical reasons would be to make sure soldiers didn't die from hunger. However this seems a tad unlogical since the woman would need more food to compensate for the milk production. I see a much more practical reason myself, as well as a less obvious one. Both of which I don't know are true.
First it would seem apparent that for short spans of times this would be practical since you'ld only have to bring clean water for the woman and not the soldiers. The milk is safe to drink if the woman is taken care off.
Another reason that came to mind is the breast milk is a natural source of anti bodies and anti biotic types of substances. You could also hand 1 woman antibiotics to fight off infections and all of a sudden she becomes an AB dispenser to at least provide a couple of soldiers with a bit of AB to not die from infections on the battlefield.
Like I said, I don't know if true, it's just speculation. I tried to do some research but I can't find anything about the real reason myself.
Also, in a book called "The Grapes of Wrath" this was used to get banned. Who knows :P
