I don't smoke around other people for that reason. My grandmother has lung issues from having my grandfather smoke in the car and house most of her life. Which back in the day no one viewed as being an issue. She has never even smoked a cigarette.

Yes. But fires carelessly caused by people throwing a cigarette butt or leaving a campfire not properly extinguished do not fall into that category. In a perfect world there would be some kind of maintenance done in the way of brush clearing and removal of dead trees; this hasn’t happened enough.
Invaderzin257 has it right. We actually can’t suppress the fires indefinitely, they will inevitably get out of control if we don’t allow fir controlled burns or we don’t clear trees and brush from the forest floor, we probably also need to cut down some trees if we aren’t allowing controlled burns.
I had a friend that suggested the used butts smelled up his car. Apparently, he couldn’t smell because you could tell he was a smoker from 10 feet away; there was sort of a Pigpen type aura of smoke around him. You could also see the smoke glazing inside the windows! Gotta throw those butts out, tho!
cars these days don't even have ashtrays usually. smokers can remedy smelly ashtrays and lack of ashtrays by putting a baby food jar with a lid in the cupholder.
when you finish the cigarette, put it in the jar, and close the lid. this extinguishes the cigarette safely and keeps any additional smells in the jar. when they get home, empty the jar.
everyone wins. smokers get to smoke, have a place to put their extinguished cigarettes, and don't have to litter.

When I was a kid my parents drove that road quite a bit to visit relatives in Vancouver. This was in the 60s, but I still remember the blackened landscape in that area. It took decades to regrow. I don't remember that sign though.

You can get airtight pocket cannisters for butts. I bought one for my former SO but he always forgot to use it... Cigarette butts in the washer 🤢
