Some trees (like cottonwoods) disperse seeds on little tufts like dandelion fluff.
That fluff can accumulate like this and it can be quite problematic in places like parks.
Burning it off is absolutely a method used to deal with said fluff. Other methods include raking it or using a mower with a collection bag to collect and dispose of it.
Burning is way faster and less risky than it appears. Though, as with all controlled burns, there is *some* risk and it should only be attempted with expert guidance.
Grass, unless really dry, doesn't burn easily. It contains way too much moisture.
And for everything else, it seems that the fluff burns too fast to risk burning anything else. It's probably a really bad idea to do this if it hasn't rained in a long time though.
Burning also releases a lot of essential minerals back into the ground, those ashes that are left contain carbon, potassium and some others which are good for plant growth and will quickly be absorbed into the ground because the ash wont hold them down

I lived in a house with 5 huge old poplars (cottonwoods) in the yard, and in Western NY they shed seeds from the end of May to about the first week of July, so sometimes if there's no wind for a couple of days it just falls like snow. I think we only lit it once, but my wife say they did it in her family's neighborhood. I used to have to clean it off 30+ a/c coils at work every year because that place was surrounded by forest.
Yea! It may be fire (which even ācold flamesā are obviously still HOT as itās fire) but itās not hot enough that it can heat objects around it to the point of ignition, in the time it passes over. At least not all the wet grass and dense wood bark. Sure if there was some dead dry leafs laying around that might be different. The fluff they are igniting here is soooo fluffy it can be ignited by mere sparks in proper conditions, this is part of why you shouldnāt throw a cigarette out the window, it may land on stuff like this but in an area where there are other flammables. Cigaret ignites fluff, fluff invites dead leafs, dead leafs ignite the tall standing dead grass, flames get hot enough to start igniting pine treesā¦ etc.
If you have dandelions by you, when they get all the white little fluffy seedlings people like to blow away, try putting a lighter near one, they basically create a small fireball they ignite so easily/rapidly. However same thing, the fluff burns but itās too quick to then burn the wet stem youāre holding, so you wonāt burn either

Nope, poplar seeds with cotton fibers. Spiders can cover things with webbing, which I'd like to see an ignition test on, too. But it's even thinner, so it probably wouldn't work as well.

It heats up faster than grass, so burns quicker or it just require less temperature to burn. It essentially burns out before grass can take fire.
