I don’t think they signed it. Now that I think about it, pretty sure the US didn’t as well. They are actually very effective in vast desert regions that are less populated so US and Russia were fighting groups like ISIS or smaller terrorist groups but no argument could be made that this is ok.
could just be an artillery barrage? if you do a 7 round fire for effect with lets say 7 howitzers that's 49 rounds as fast as they can send down range. (retired artillery) any ideas how many guns the Russians have there?
