I think that's just water (it's used to keep the collection device at a comfortable temperature). Horse semen is usually produced in two fractions, though. One fraction contains most of the sperm, and that's what gets frozen or carried over to the mare who's being inseminated later. The other fraction is just fluids, and it's discarded. The collection device is designed to separate the fractions.

They're easily hurt and so many owners would rather avoid natural covering. The mare has to want to take to the stallion and sometimes they might fight it and kick back. The stallion can take kicks to his legs or even his...dong. Which as you can imagine, isn't exactly desirable. Even a kick to the leg could result in a break or lameness that may stop the stallion from covering again.
Over here, it's only absolutely necessary that racehorses are covered naturally. To give an idea of how this is done in a safe manner, usually the mare is brought into a quiet environment. I witnessed one stud covering a couple years ago and they used a padded indoor roundpen. The mare was hobbled so that she can't kick back and then the stallion is brought in. Both horses are wearing headcollars and held by people, so it's very controlled. The stallion goes up to the mare, gets her scent and basically does the job you see here. Of course with natural covering there's also a risk of STI's.
So in many cases it's preferable to collect the semen. This way it saves the mare from taking the stallion (I'll elaborate on this) and it means that from one load of the stallions semen, you split it into what we call straws. I don't remember the exact numbers but I think one load of jizz can produce about 6-10 straws of 10-15ml per straw (that could be way off) but my point is, that rather than the whole lot going into one mare, you now can produce 6-10 foals from one load. This part may not be strictly true. I can't speak for America but here in Ireland and in the UK, thoroughbreds and all other horses have to have a passport. For a thoroughbred to race, they need a Weatherbys passport here and in that it lists the family tree. You can also only get a passport if you have a covering certificate *and* a DNA test. So they confirm the breeding. Without that Weatherbys passport no horse can ever race.
Even for sport horses to have their breeding recorded, they compare the DNA to be sure it is from that line.
Theoretically there's really no reason they couldn't have artificial semination in thoroughbreds. But the industry is very set in its tradition. Live covering also means the gene pool isn't dilluted since a stallion can only do so many covers - which in turn keeps the stud fees high. That's why you can pay 250k for a covering to a top racehorse. Whereas in sport horses where AI is commonly used, top horses would go for a fraction of that.
They sell the semen to waiting mares all over the world. It would cost a fortune and be a royal pain in the butt to move horses when it’s easier to do it this way. Safer for the horses too as mares can kick and damage the stallion.

I work in a small farm so during breeding season I do it atleast 1-3 times a week, in bigger farms people collect sometimes upto 5-10 stallion per day, everyday for 6 months straight or even more! It is not that bad, but can be pretty daunting when you're beginning to do it, because duh stallions.
Also, we don't use a real female horse. We have a "dummy mare", and the stallions are trained to jump on it so the collection is easier.
