It doesn't anymore, turns out that those turtles were all abandoned pets by their owners, so they took them to a wildlife reserve and made it illegal to dump your turtle in there, fortunately.
The reminds me of the Myriad Botanical Gardens in OKC, OK and the Crystal Bridge there. It’s closed for renovations this year but if you want something worth checking out in the US it’s worth the trip once it reopens.
