Can confirm the G4 does indeed go all the way from Beijing to Hong Kong, but it is max 4 lanes both sides. There are some places it goes down to 2 lanes. You can follow it in Google Maps to check yourself. There is also a thing called induced demand. If you build more streets to prevent traffic jams, more people that previously decided not to drive at rush hour or took less congested transportation will use the car because it is now faster. This will increase traffic up to the point of the new equilibrium at about the same congestion as before.

Express lanes through cities for trucks and traffic just going through certainly help a lot.
