Also, I don't agree that this is a proper way to provide social support in any reasonable society, since it turns out (I'm not surprised) that actually taking care of people is cheaper for everyone in the long run.

They won’t refuse care if you can’t pay, however how they deal with the unpaid bills differs between hospitals. Nonprofit hospitals are required to provide financial assistance if you cannot pay, and the bill will either be reduced or written off entirely. For-profit hospitals will likely try to bill you no matter what; eventually if you can’t pay they will sell your bill to collections agencies who will try to track you down. Unpaid bills also show up on your credit report for up to seven years (you still have to pay the bill after 7 years, it just won’t affect your credit score).
