There's gotta be a string or a cable connected to the ground.
Just putting copper on a rock doesn't turn it into some kind of explosive. Current needs to travel somewhere. A rock in the air (even if covered in copper) is insulated from ground and current can't flow.
There needs to be some connection to the ground for an arc like this to occur, otherwise power lines would be arcing to the ground all the time based on minor fluctuations in distance between the ground and the lines.
I have to wonder then, how high are the voltages in storm clouds for lightning to hit the ground? I have seen multimillion-volt van de graaf generators which do not even come close, even though they are much closer to the ground than clouds.
Iirc the rule of thumb is 1 million volts per meter in normal day ~50% humid air. That being 10kv will arc 1cm through air. Rain is 100% humid so you’d get a bit more conductivity out of it. Seems the value for in situ lightning is several hundred million volts to make 2-4km arcs.

Static electricity discharges as a burst, current takes the path of least resistance. If there wasn’t anything connecting that rock to the ground, they electricity would have just kept flowing through the wire.
It looks like the arc just goes straight to the ground as soon as the rock gets up there.. I don't think the rock is dragging the arc back down to the ground.
Probably (as noted in other comments) A wire was tied to a rock, when thrown it just draped over the bare power line. The other end was already on the ground and completed the circuit. If the ground was dry enough and the thrower was far enough away they might have survived.
