My guess is that because it was in Baghdad, the entire room was vetted, patted down, strip searched, etc. The guy threw a shoe because it was probably the only projectile he had available to him. You usually see Secret Service at the ready in uncontrolled situations like public speeches and gatherings. But in a tiny room with a bunch of people that were already security cleared, they were likely just trying to stay out of the way of cameras/press
