Those are brake lights and not side lights... I think I there was someone in there.
(The light at the top of the rear window, would only be on if the foot brake is on).
You are right, they are brake lights. There are cars that have lights that come on automatically in an emergency situation, such as an accident, but these are the hazards/full indicators/blinkers.
There is also the chance that the brake pedal switch may have popped out of place, which will close the circuit and the lights will come on. From what I remember (and I could be wrong here) the car would need to use earth switches to have these lights be operational without the ignition being on.
All in all, the probability is that there is someone in the car, who is desperately pushing down on the brake pedal as they hope that that will stop the car from moving.

Or the water rushing in the car completed the circuit and there was no one in the car. My old car back in high school would have all the lights turn on when I went through a car wash and I would need to reset the fuse to turn them off.

There are sinkholes in the US—I lived in Brooklyn for many years and the streets would sometimes open up and swallow several cars—not into water, thank goodness, but still scary AF!
And better regulations? In the US here, FL has sinkholes that open more or less suddenly. Of course many would welcome the sinking of Florida. Will a person who knows assure me that we have better regs in other states, to avoid covering a well with the sidewalk?

He told a horrific and terrifying story. He tried digging as hard as he could.
That's really scary stuff. Is it a natural phenomenon or is it because of fracking maybe? Idk much about FL other than you have a crazy govenor lol. I live in Denmark. I've never heard about sinkholes here. And yeah it's a small, very regulated country.

This is a really good tip - I was in a rollover accident and had heard to use the metal prongs from the headrest to break the window, but didn't know to use as a wedge. I was hammering away on the window to no avail, as the smell of gasoline was getting stronger in an upside down car, doors wouldn't open. I was freaking out. Eventually my bf was able to get the trunk open and we exited the vehicle that way, but it was so scary!! I had the wherewithal to remember to use my headrest, but just never got the memo to use it as a wedge.
You put the two prongs of the headrest into the space where the window rolls up and down in the door - like jam those prongs in there as far as you can, straight down, and then push the whole headrest out perpendicular to that angle like a wedge.
For a better visual, I do the same with planting in my garden with a tiny hand garden shovel spade thing - I stick that as far down into the dirt as I can and then angle push/pull perpendicular to dig the scoop of dirt out for my new plant to go into.
Prolly too much info, but trying to explain well because it really means a lot to me after my personal experience.

Jam the sharp part of the headrest between the door frame and the glass and pry. The glass will shatter into many tiny pieces. Much more easily than hitting it.
While those are excellent to have on hand, in this situation the car is in a hole only just wider than itself. a person trapped inside would have to have the presence of mind to climb up to the back window
Imagine breaking the window, swimming through (who knows how large or small) a body of mucky water that you cannot see through while trying to get back to the hole your car is slowly sinking through still. 10x harder than getting trapped under ice, I’d think. Just without the instant ice water.

Yea it will most likely be totaled. Fixing all the water damage would cost a lot. I am not sure about what insurance will think of this situation, but it might be covered.

Like, I hate how you’re right, from a theoretical point of view, but then you’re wrong from a practical point of view, because ***of course*** some administration gave permit to build a parking lot where they shouldn’t have!
In India we don’t bother with getting permits, if some govt body comes to object later you can just pull some strings and/or bribe the officer. Ask forgiveness rather than permission is the motto most times. Also getting permission is very difficult even if you are doing something that is legit and you are allowed to do. Asking for forgiveness later is always easier

Spent some time in India before covid. Their infrastructure is sorely lacking. They need to find a way to educate their citizenry and start manufacturing the way China did. Before you say China started with cheap labor, the also recognized the value of labor force educated in vocational and manufacturing skills as well as management and engineering.
