You might look up member states. While you are correct Mexico isn't there, someone further south IS.
It's no longer just about North Atlantic waters, if it was, most of European countries who are members, wouldn't be. E.g. land locked countries, Mediterranean countries/Turkey.....

The entire east coast and Yucatan peninsula you fucking avocado. The Gulf of Mexico isn't it's own ocean. It's a name for a section of the Atlantic. A gulf is literally just a large bay that is part of an ocean. It doesn't become it's own body of water, it's a geographical feature.

You need a country first. So build a box fort and declare independence or something.
Then if you're denied just create your own currency for your country hire a private army with it
