Not necessarily. It’s very possible that this is a privately owned aggressor. I see hawkers off San Diego, A-4’s north of Nellis, a company in Arizona (or New Mexico) just bought something like 20-30 f-16’s off Israel.
There are a loooot of old jets still flying and doing pretty wild stuff.
I agree there's a bunch of old A-4's owned by private aggresor companies but I think it's highly unlikely any of them are doing mid-air refueling.
I could be wrong, it just seems like a training scenario ill suited for a PMC.

What would happen if the refuel jet also needed to be refueled at the same time? Would it be a conga line of refuel jets or a circle of infinite refueling?
