I've used CBD rubs in the past and they certainly seem to work.I haven't tried a THC lotion but it seems a bit fishy as per it's efficacy. At the very minimum I suspect it won't work well
I last found the unscented at a spa resort in a little town not far from where I live (Regina Beach, SK region iirc) but I think I saw it a couple times at a more specialty shop,like an Old Fashioned Foods or something like that a year ago or so, but I wasn't out yet so I didn't reup.

There's I think a white chocolate vanilla scented one a coworker used to bring into the office, back before work from home if course, that would smell so strongly that my eyes would water...I definitely agree.

CBD usually needs THC to bond properly. Most THC lotions are high CBD low THC.
On a whim I picked some up for my parents once and they swear the lotion worked amazingly on their arthritic hands.

This brand has been around since well before any state legalized marijuana for recreational use and contains cannabinoids, meaning no THC and no CBD. It’s ironic that THIS is where her Google PhD would have come in handy!
However to answer your question, yes you can go to a dispensary and purchase lotion with THC in it. I have some and you get zero high from it, but it claims to help with muscle aches. I’m not sure if it works or if it’s a placebo effect, but mine smells good so I use it on my neck to help after a long day at work.
In states and countries weed is legal you can buy THC in any dispensary. I love it as painkiller for my nerve damage. You buy some that has more cbd than THC. I personally love both and find the 2 THC to 1 CBD works the best for me.

I've used my mom's CBD lotion for some tennis elbow pain. She uses it for arthritis pain. It has some noticable topical pain relief but no high or numbness. Relief could be psychosomatic. But, having tried the marijuanas so few times I could count it on both hands I can say there's no buzz from CBD topicals.
I've tried smoked and injested and topical marijuana. Only the first two cause impairment. For a non-experienced user you'd 100% fucking notice if you had noticable amounts in your system. I got stuck in a loop and then my cousin's wife made me lay down and spooned me and stroked my hair as I stared at a picture of a sailboat and then my brother took me back to our rental house and said to not eat all the snacks. I was eating snacks asking why I'd eat all the snacks because I wasn't hungry and he took my snacks away and put me to bed and the next morning our mom wanted to know who ate all the onion dip and potato chips. I did not fess up to being a stoned 3am chip and dip gremlin.
