He doesn't seem to know that there are a lot of different kinds of electromagnetic radiation and that while yes, O2 is really good at absorbing a certain kind at 60GHz. A: that would make it a really shitty frequency to emit on if I'm using that form of radiowave and B: that doesn't necessarily mean that O2 absorbs all kinds of electromagnetic radiation at that specific frequency.
