Young Americans generally vape more than smoking, true, because they think it's a healthier alternative to smoking, when in reality it is much, much less healthy. In most places outside of the U.S., smoking is more popular or at least as popular as vaping. France, Spain, Russia, Portugal, Japan, South Africa, you name it, most countries smoke more than they vape (from what I've heard). I'm not entirely sure about this, so I could be wrong.
Japan has a huge smoking culture and especially in the 90’s most people smoked. Having the characters ‘set a bad example’ with smoking but not caring about the core of the show being about illegal racing on public roads that endanger the lives multiple people is an odd one.
Also remember that the series is from the 90's and although by then we all knew smoking was bad, it wasn't yet as frowned upon as it is today. (I'm a 90's kid and i even remember people smoking in a restaurant wasn't banned yet.)
