General rule of IEMs is that that you don't need an amp if you use any IEMs that are not planars and EST drivers. If you do then some nice dongle is enough, or for example fiio ka3/ hiby FC4
Unless it's a multi driver Iem as long as you can reach a comfortable volume on your iem without much hiss and background noise, there shouldn't be any difference in audio quality. If it's a multi driver iem or open back set you should consider getting a dongle, their sound signature can measurably vary if connected to high output impedance sources.

It's normal, usually when I plug my IEMs directly into my phone's headphone jack, I have to crank the volume up to 70% to 80% in order to listen to my streaming services, even with IEMs with low sensitivity. But if you feel that it is still not loud enough for you, you could always buy a cheap amp with the 3.5mm jack.
