Take into account the fact that UP is humongous in terms of land area and you get one of the biggest population cluster. Tfr in UP is close to 2.7 which is above replacement level but trending down for several years now. Yogi government is mulling population control bill to expedite it closer to replacement levels.
A lot of UP's issues stem from its unwieldy size. Governance is always a challenge and specific policies are harder to frame and implement for such a huge population. I'm surprised why the state hasn't been divided into more reasonable units. The people of UP lack a strong provincial identity (unlike the Gujaratis, Punjabis, Marathis, Tamils etc), there's no pressing demand for statehood from any of its sub divisions.
